knowledge opportunities)
while maintaining integrity (vertical cultural fluency) - possibility to reinforce, rediscover cultural spaces (overcoming geographical barriers)
- possibility to balance cultural identity at different scales (region, Europe; globe)
A new culture of culture
- culture no longer a frozen thing to be defended
- cultures no longer need to be counterpoised in antagonism

Doubtful value of all new programmes
Qualification of cultural initiatives (need focus):
- restoration of monuments and buildings should be linked to purpose
- cultural networks (e.g. Kaleidoscope) should look at telematic
networks
to broaden in both directions: trans-European and to people
Build cultures into other actions:
- telematics programmes (looking for users)
- SME programmes (looking for loci)
- build culture into the information highway concept
Relation to subsidiarity (gives European dimension to local initiatives).
