Introduction
The aim of the conference was "through a collective work, we hope to draw original conclusions on the local and regional cultural policies, with a high European added value, especially on the symbolic, social and economic dimensions... Policies which, beyond responding to the current economic crisis, promote a better quality of life for the inhabitants through a further flourishing and more importantly, a co-flourishing of the cultural and creative sectors."
The "European Campus of local and regional authorities for culture" represents a new initiative by Les Rencontres in order to further reflections by local and regional authorities as to what is their role in achieving in Europe the EU 2020 strategy?
The key hypothesis of Les Rencontres is "that the local and regional authorties' contribution has neither been sufficiently examined nor debated, despite the current - and potential - impact of their cultural policies on achieving a smarter, more sustainable and more inclusive growth which is the ambition of the Europe 2020 Strategy."

with a German background in mind there is a necessity right now to speak about the budget, but although necessary, there needs to be heeded also culture

The purpose of this European Campus is linked to the fact that European Council will make important decisions in these days. We are going through a difficult period. As a matter of fact, it is a big and long lasting crisis. Thus the European institutions are doing a reflection work, the budget discussion and strategy for 2020 two important topics. So we want to start some reflection and participate in the discussion with the politicians. The aim should be to link up with citizens and also we as the Network of Les Rencontres want to participate in the discussion.

The concept of the conference is structured in plenary sessions / workshops to reflect on various aspects e.g. international, role of networks, circus etc. The latter is not a common subject of reflection but we want to have this discussion for the future and have influence on the outlook. We shall continue with specific discussions next year in Tampere.

Some symbols: we start in the German house and shall end in the house of Greece. At the same time, we shall reflect the ongoing discussions between Germany and France. But also cities are in difficulties. This with saw when visiting Patras which was European Capital of Culture in 2006 and which is like the entire country in a difficult situation now.

We need to fight for our conviction while politicians need to promote some optimism.
