Introduction to the CIED-Conference

The idea of the conference under the title „Human Resources and Cultural Infrastructures: Access to a new Interpretation of European Integration” came into existence as a result of the CIED-Project co-financed by the European Commission. The conference took place in Leipzig (Germany) from June the 17-th till June the 20-th, 1999 under the Honorary Presidency of the former Minister of Culture of Ireland – Michael D. Higgins.  

CIED  – Cultural Innovation and Economic Development – is an ERDF Article 10 financed EU Project (DG XVI, Innovation in the Cultural Sector) with the cities Volos (Greece), Cardiff (UK), Galway (Ireland), Palermo (Italy) and Leipzig - Aufbauwerk Regierungsbezirk Leipzig GmbH (Germany) as partners. In view of targeted results – creation of new jobs and simulation of economic development – the project faced two challenges:

How is the destruction of cultural identities due to excess- commercialization to be avoided and

How can we learn to use culture at the same time as an innovative force in the sense of promoting economic development based on culture

The result of the project is a “Good Practice Manual”, which was to provide the basis for discussions at the European Conference. The Introduction of Best Practices and the profound analysis of proposed solutions was supplied the conference with a basis for working out the foundation for the European Charter on Cultural Rights of Development (see the result of the conference). The discussion was organized in 4 workshops 

Ø      Community and Region

Ø      Human Resources and Development

Ø      Innovation and Sustainability

Ø      Cohesion and Visions of future

The thesis for the conference was the assumption, that the concept of Culture needs to be taken into the sphere of political consideration afresh. The cultural dimension and orientation must become an integral element of Good Practice. Thereby culture will substantially contribute to the social and economical Cohesion.

Over 150 Participants from Germany, United Kingdom, Ireland, France, Italy, Greece, Finland, Spain, Belgium, Netherlands, Austria, as well from the non-member countries such as Poland, Hungary, Bulgaria and also from the third countries: Israel, Canada and USA contributed to this exchange of ideas. The good participation confirmed the great importance of culture for the future development of Europe.

 

Einführung zur CIED-Konferenz in Leipzig

Die Idee,  in Leipzig vom 17 bis 19 Juni 1999 eine  CIED-Konferenz unter dem Titel „Human Resources“ und kulturelle Infrastrukturen: Zugang zu einer neuen Interpretation der Europäischen Integration“ durchzuführen, ist vor dem Hintergrund eines durch die Europäische Kommission kofinanzierten CIED-Projektes enstanden.  Die Ehrenpräsidenschaft für die Konferenz übernahm der ehemalige Kulturminister Irelands Michael D. Higgins, T.D.

CIED - Cultural Innovation and Economic Development – war ein von der EU-KOMM (DG XVI, Innovation im Bereich der Kultur) über EFRE-Artikel 10 gefördertes EU Projekt  mit den Städten Volos (Griechenland), Cardiff (UK), Galway (Irland), Palermo (Italien) und Leipzig - Aufbauwerk Regierungsbezirk Leipzig GmbH (Deutschland) als Partner. Das Hauptziel des Projektes war es, zur wirtschaftlichen Entwicklung in europäischen Randregionen durch die Entwicklung innovativer Ansätze für die Wahrung und Nutzung lokalen Kulturerbes beizutragen. Vor dem Hintergrund der angestrebten konkreten Resultate – Schaffung neuer Arbeitsplätze und Stimulieren der ökonomischen Entwicklung – stand das Projekt vor zwei Herausforderungen:

- wie ist eine Zerstörung kultureller Identitäten durch (Über-)Kommerzialisierung zu vermeiden und

- wie ist gleichzeitig zu lernen, Kultur als Innovativionskraft zu nutzen im Sinne einer kulturell basierten ökonomischen Entwicklung.

Das Ergebnis des Projektes war ein “Gute Praxis Handbuch“, das dann die Basis der Diskussion auf der hier virgestellten Konferenz darstellte. Die Darstellung der ermittelten Good Practices, sowie eine tiefere Auseinandersetzung mit dem Inhalt der einzelnen Lösungen  sollte es erlauben, in der Konferenz die Grundlage für eine Erklärung kultureller Rechte (siehe Ergebnis der Konferenz) für ganz Europa zu erarbeiten.

Die der Konferenz zugrunde liegende These war, dass der Terminus Kultur wieder in die politische Diskussion eingeführt werden muss. Kulturelle Dimensionen und Orientierungen müssen integraler Bestandteil guter Praxis sein bzw. werden. Wenn dies geschieht, dann leistet Kultur einen substantiellen Beitrag zur sozialen und ökonomischen Kohäsion.

Die Diskussion auf der Konferenz erfolgte in vier Foren:

Ø      Stadt und Region

Ø      Human Resources und Entwicklung 

Ø      Innovation und Nachhaltigkeit

Ø      Kohäsion und Zukunftsvisionen

Über 150 Teilnehmer aus Deutschland, Großbritannien, Irland, Frankreich, Italien, Griechenland, Finnland, Spanien, Belgien, der Niederlande, Österreich, sowie aus zukünftigen Beitrittsländern u.a. Polen, Ungarn, Bulgarien und aus Drittländern wie Israel, Kanada und USA waren an dem Gedankenaustausch beteiligt und bestätigten mit Ihrer Teilnehme die hohe Bedeutung der kulturellen Dimension für die Europäische Entwicklung.
