Evaluation Athena - Preparation Munich - by Kris Rogiers for the Flemish Government
1) The greatest majority of the participants agrees that the seminar was a nice illustration of intercultural synergie: Baverian gruendlichkeit, Greek enthusiasm and Flemish perseverance.
2) The objectives of Athena: broadening of the European Cultural Movement and the working out of 10 specific action programs was achieved, for 70 %.
2.a A broader cultural movement
The factor "culture" within this broader definition gives the opportunity to mobilise more groups for the Europe of the Cultures. But the danger will permanently exist that the priorities of Flanders will be forgotten. Therefore is the suggestion for a total concept of the European Cultural moment on three essential pilars: the institutional, economy and society.
2.b Specific Pilar Programs
The workgroups with the strongest potential are
- Cultural Tourism: creating a network around heritage, employment, festivals, urbanisation
- Cultural Identity: should be linked with education programs, not only for students but also for adults: "Inter-cultural know-how as the basis for peace, economic growth and a rich artistic life."
- Cultural driven Economy: a concrete proposal has already been send in June 1994 to the European Commission around culture as economic resource.
3) The European Poetry Festival
The experiment was very positive. The poetry reading in so many languages proofs the riches of the European cultural diversity. For the next editions, Scandinavian and Celtic poets should be more present.
4) Formula
- The system with homework and papers guarantees greater involvement with faster and better output.
- The two day system is positive for the three-step build up:
- plenar session with goals to be achieved
- workgroups
- plenar with results and general conclusion
- The cultural program as illustration of the theme improves the message.
